I don't see why it wouldn't be. From what I can tell, none of those touch the Vulpes Character from Nipton, and if they do, put my mod lower in the list to have the dialogue options take precedence over theirs (if their mod modifies the same dialogue options).
bro, i ALWAYS ask him about lanius, caesar and the legion and i just discovered this mod... didn't even knew (or remember) this was cut from the start.... so, yes, it must be in some of those mods.
Changes by this mod are definitely included in Outside Bets. I'm looking at them in xEdit now. The Outside Bets mod description even confirms this: - Restored Vulpes Enculta's extra dialogue that couldn't be seen due to impossible dialogue conditions.
This dialogue removes the official dialogue given, importantly the two possibilities to gain Legion fame with the faction. Or the option to use the intimidation perk etc.
I'm very much at a loss when it comes to getting mods to work that aren't done through NMM. Are there any special things or places I need to put this file in, or do to it to get it to work?

Also I don't know if this is even monitored anymore, but his response line including "stark beauty" is missing now in place of another of the courier being intelligent.
I haven't looked at the comments for this mod in quite a few years, but if some of the dialogue is now missing, I can take a look at them. Can you let me know what courier line used to prompt the "stark beauty" line from Vulpes so I can re-introduce it? It's also possible that it might have been replaced with something else because you met the criteria for a different line first, but I'll double check to make sure it's not removed completely.
Ahh, I found one small issue but it's also in vanilla so I dunno if you feel it's worth looking at. Certain dialogue paths prevent you from exiting the conversation without using the unforgivable crimes line which could be jarring for Legion players (all ten of them), it'd be better if the "i've heard enough" option was always available.
