Assassin Hood
This is just a modder's resource that I have fixed as a favor. It is based off the work of the user AllanOcelot, in this file here:

It is located currently in a briefcase lying in the small yard behind Doc Mitchell's house.
Alternatively, it can be added via use of the console. The baseID is xx000adf. The xx represents a two-digit number that appears next to the mod in your load order in FOMM. Replace the xx with those numbers, and the full code is "player.additem xx000adf 1" No quotes.
I will not keep this up for very long. Anyone else is free to tweak it a little bit and release, but courtesy would dictate crediting Allan Ocelot for the original, and myself for the fixes to make it work properly.
