Fixes several bugs with the Forecaster's dialogue. No longer will you be forced to pay him just to end the conversation!
Full list of changes:
- Turning him down actually works.
- You will no longer be stuck in dialogue if you don't have enough money.
- You no longer have to tell him you want to pay him in order to turn him down.
- The line about not having enough caps will no longer appear after you've heard all his forecasts.
- Displayed topics have been slightly reordered for better flow.
