Your file displays both a face mask and sunglasses with Helmet Overlays (it does the same thing as that feature in Project Nevada, just excised from all the other stuff that reportedly causes save bloat and other stuff). o7
"Does this mod conflict with Project Nevada?" Well sorta... You won't get specific visor overlays (Such as the entirely unneeded glasses overlay), but personally I still have the Visor Overlay for, at least, The Ranger Armor Helmet (Including Enhanced Vision Modes Like NV). *HOWEVER* i use ADAM, and the Project Nevada Patch for ADAM. Perhaps they are responsible for semi-patching and adding compatibility? Toy with your load order, put the Project Nevada ESP after this mod, and maybe try ADAM.
If you are still playing, helmet overlays (the separate mod, not PN's) displays correctly; wearing a trooper helmet, bandanna, bandit face mask, and sun glasses, the face mask and sun glasses show up correctly with helmet overlays (ie: a small cloth band across the bottom to signify the face mask, and tinted because of the sunglasses). EDIT: I'm using the file linked directly by SuperFanatic in the post now below yours/ours, it adds support for the OWB eyewear.
It's really easy to add the glasses to this mod, or one of your own creation with the GECK. By default most glasses are categorized as "Eyeglasses" and "Masks" (in "Biped Objects" In the GECK) . All one has to do is find the spectacles of choice (in the Object Window, Items/armor dropboxes), right click your glasses, "Edit" and unselect "Masks," while keeping "Eyeglasses" marked from the Biped Objects menu.
EDIT: If you get the multiple master load error, make sure you have bAllowMultipleMasterLoads=0 (in GECKCUSTOM.ini where your saves for FNV are stored) set to bAllowMultipleMasterLoads=1 . Usually Documents/My Games/FalloutNV
