Oh my god, the biometric seal is controlled by the pip-boy operator. If they don't want their pip-boy to come off then it wont, even when they are dead it wont come off, unless you carve the arms bone and flesh out of the pip-boys arm hole (or the body has rotted to bones). But if they want their pip-boy to come off then it will come off, how the hell do you think the player character wears sleeved clothing throughout the games? They take their pip-boy off, put their arm in the sleeve and then put the pip-boy back on over said sleeve, it's really not rocket science people. (great immersion mod btw cyberweasel sorry your comments have turned into a debate lol)
"According to Stanley Armstrong, biometric seals prevent the device from being removed, and Gary 23 in the Outcast outpost had his arm cut off because the Outcasts needed his Pip-Boy to unlock a weapons vault in the add-on Operation: Anchorage. However, this portrayal is notoriously inconsistent (not to mention illogical), as clothing in Fallout 3 is depicted as fitting under the Pip-Boy, with sleeves coming out on the other sides, while in New Vegas this issue is not mentioned at all. The Courier receives Doc Mitchell's old Pip-Boy and can freely switch between the regular and the Pimp-Boy 3 Billion version; the 3 Billion also appears loose on the player's arm. Ricky in Honest Hearts wears a Pip-Boy he claims to have found, though he doesn't mention the biometric lock. This could indicate that the Pip-Boy can only be taken off by its wearer and no one else. "
Fallout 3 Isn't cannon, Obsidian discredited a lot of it's views, PIP-Boys in all fallouts have been just like watches, it's only fallout 3 that included the biometric seal.
Hope I didn't come off snarky or anything, just wanted to offer my 2 cents :o
@NeosEX That is incorrect, as much as you may dislike it, Bethesda says that Fo3 is cannon, and as they own the franchise, they are the only ones who get to make that decision. That means that even if you, Obsidian, or Chris Avellone himself disagrees, it doesn't matter.
@Panda102 no, Ender is right. Just look at what Disney did, they bought Star Wars and they discredited everything in the expanded universe, leaving only the movies as canon. If they own the IP then they get to decide what's canon and what's not.
dude the pipboy seal is onyl for long term in vault experiements any ones that will open early or not require being underground perminently the models in new vegas are f models the one shown in 3 are d models with built in biolocks. the clothing is slid underneath its not physically locked onto the arm but more it cant be opened until the viability of the subject is comprimised enough that death occurs hence ipening the lock.
Fallout 3 wasn't even consistent with itself regarding the removability of the Pipboy, so we're just gonna be ignoring the whole nonsensical biometric seal thing, as the game itself and its own sequels did. Don't like it? That's fine, you're free to come up with your own headcanon for why you have a computer grafted to your arm that you can still tuck your sleeves under. Canon isn't actually very important.

The player decides what's canon or not, it's an RPG.
not to beat a rotting dead horse but most of this can be attributed to just game logic (ie running for miles or healing a head-shot wound with a syringe), as for doc Mitchel its very likely he just turned off his lock since he had no use for it anymore which means anyone would be able to wear it freely (ie the player) and Ricky's pip boy doesn't actually work you can pass a check that reveals that its non functional and during the ambush scene unless given drugs he will admit it doesn't work either. i will admit though the representation of pip boys is inconsistent but that's the blame of retcons and video game logic
Uhm ... Doc Mitchell doesn't and shouldn't have a pipboy because he gave his pipboy to you at the start of the game. your character was never in a vault so your character doesn't have one initially. so the doc gives his pip and vault suit to you because he doesn't need them anymore.
One has to wonder whether the pipboys were stolen. Chris probably traveled alone, and could have had his pipboy stolen by raiders who just kicked him around and laughed at him.
I doubt common rangers would have the medical and technical know-how to take somebody's Pip-Boy off safely
Oh, fair enough. Biometric scans et cetera. I dunno, maybe he sold it.

Doc Mitchell still has a pipboy to give the courier and he still has his wife's vaultsuit, so I would say yeah he has a spare pipboy. But would he still have it to give to the player? He seems like a charitable guy, so I don't see why he wouldn't have given the spare to one of the townspeople who had lived in Goodsprings before you arrived. Sunny seems to be the designated hunter who keeps gecko bloatfly populations from moving in, so maybe she should have the spare since she's out there every day hunting geckos (not that this is reflected in her daily routine).
...Why did Benny take the courier's clothes?? Forget the preorder dlc, Doc feels he has to give the courier a vault suit for the sake of modesty, implying that the courier didn't have any clothes with them. If we put the preorder dlc into lore, they could reasonably be left in the grave, and Victor would have carried the player naked to Doc. The fact that Benny decided you shouldn't have any clothes when he killed the courier implies some things about him or the Khans that I don't wanna think too much about.

1. The own the franchise, and the cannon of the universe - not the same things.
2.. Many things in FO3 not cannon and lore friendly. It's only the part of the game, not part of the universe cannon.
3. Some things from FO3 really the new part of the cannon. But, not all.
P.S. sorry for my bad english.
By the way, his wife's dead.

How can I circumvent this?

Sorry, big tangent there.
