1. Copy 'Radroach companion.esp' to gamelocation\data
2. Run Fallout New Vegas Launcher
3. Click Data Files
4. Tick the box near ''Radroach companion.esp'
5. Play

The radroach should come to you but if no, travel to the Novac and visit Motel queen room 2 (Down middle right room)
