This guy can be built from scrap at a workbench, no blueprint needed
You can also find 3 of them in doc Mitchell's house in a metal box, ya cant miss it, its the one called "Ted's Hideout"
He works just like a mine, just place him and wait, if you want you can hide somewhere and shoot him and he will explode

I dont think he's overpowered because its really hard to find teddybears in New Vegas
He has a groovy red light that blinks on the sensor showing he's ready for action
He also has a cool countdown sound just before he blows up
I also added a j3x script along with a new burn texture that makes blast victims look all charred and bloody

the script is unique to this mod so no worry of it conflicting with any other effects mods, you will only get this burn effect from this bomb
Also if your lucky and you look around on the ground, or in a tree, or on a roof, you may find the remains of poor Ted, you can take him home and pose him on a shelf, but you cant make him strap on some more dynamite, once is enough for poor Ted, you'll have to find another teddybear.
