Adds a small chance for every fire hose box to have a Fire Axe

A small mod which adds 10% chance to find a Fire Axe in Fire Hose Boxes which dodn't have it already.
I thought this weapon way way too rare, so I added more chance to find it in a relatively logical way.
Hatchets and Sledgehammers were rare too, so I added them in places were you store tools - which they are, except they are now tools used to kill people.
Uploaded a new version which adds destroyed or veray damaged axes only ; should be less "cheaty" for low levels characters.
NEW - More Tools version adds a small chance to find low condition hatchets in toolboxes and low condition hatchets and sledgehammers in tool cabinets.
