I know that there are probably 101 mods like this one but this one is mine :D This is a retex that I just did for FO3 that I modified a bit more and converted for FNV. There are two versions, one shiny and the other not shiny...

To install:
If you have FOMM then it would probably be best to dl the fomod and install it with FOMM. That way if you don't like it you can just uninstall it and no head aches :)

Otherwise you can dl the regular zipped one and extract it directly into your "Fallout New Vegas\data" directory

In either case make sure that your older files are invalidated... If you don't know how to do this there are several ways to do it. One way is to manually edit your .INI... but there are other more user friendly methods.
If you have fomm then click on the "Tools" menu and then click on "Archive Invalidation"
Another way is to DL "ArchiveInvalidation Invalidated" from http://www.fallout3nexus.com/downloads/file.php?id=944

After modifiying the textures a little from my FO3 version, which involved removing the glow from the head lamp and adding a bit of shine to it, I made a little discovery...
Turns out that when using the flashlight from Documn's Flashlight NV mod a really cool trick of light emerges... it looks like the headlamp on the armor turned on... I posted some screens of this most interesting phenomenon... yes I am easily amused :)
