I've simply modified the original race esp by deathknowz to include Ling's hairs and eyes for those who don't feel like mucking with FNVEdit.

Also, I've only added the esp file, if you want textures you'll still need DK Female Face Textures mod
Installation
============
Drop the esp into your \Fallout New Vegas\Data directory, "yes" to overwrite (we want to replace the original with the new one, don't we?)
