Changes Loyal\'s Detonator so that it will work as a normal Detonator outside of the quest Volare!

Another minor little tweak that fixes something that irks me otherwise. During the quest Volare! Loyal gives you a special version of the Detonator called ''Loyal's Detonator'', used to lift the crashed plane from the bottom of Lake Mead. Unfortunately that's ALL Loyal's Detonator is good for: aside from that one, single use of the weapon it has no use whatsoever.
If you haven't figured out by now, I HATE things which are useless, unless its for comedic effect. This isn't for comedic effect, and thus I felt obligated to change it.
The end result is that Loyal's Detonator will now work the same as a normal Detonator, in addition to being used in part of the quest Volare!
TL;DR
- Loyal's Detonator will now detonate normal explosives as well.
