This mod is simple it adds a script to the 1st Recon Beret's so if the player equips one it gives them a perk that does the exact same thing as the hat.

For obvious reasons this mod is intended to be used without a helmet or at least one that doesn't really add stats. To get rid of the perk get rid of this mod.
