Commenting a bit late, but perhaps it's useful for others. This probably happened because you picked the Logan's Loophole trait at the start of the game, which locks your max level to 30. Possible solution below, if you don't want to restart.

The Sink Auto-Doc in Big. MT can change out traits once as part of the psychological evaluation. So you should be able the change the trait for something else and be able to continue leveling. Start Old World Blues and do the associated Sink quests to enable this feature.
there's no way to go past level 99 i believe without extensive scripting to fix it. best thing you can do is use console commands to lower your level, which will set your level down but keep the changes from the level ups the same.
I haven't maintained this in years or even logged into Nexus for that matter. My apologies to anyone that has had issues. I am sure there are newer, working mods out there now that will do the same thing.
This mod works. The level 255 craches past 100, but the 100 one works fine. Awards perks every other level as normal, up to level 100. Would not recommend using the LevelUpNoLock mod though, if your goal is to save skill points and perks for later. Anything unallocated is lost. I did however use the LevelUpNoLock mod out of convenience to faster test that this mod works as intended.

Edit: Found the problem. Needed to download a script extended. I did that... but it's not finding the game.
