Add\'s weapon mods to the looting tables for enemies and NPCs

I love the new vegas weapon mods. It did annoy me however that to get them you had to rely on the outside chance that the vendors stock them, and keep your fingers crossed that the silencer for your 10mm pistol is in stock.
It also bugged me that I never found any out in the wild. Surely if there are silencers available for my weapon of choice then someone might already have one, especially seeing as the stores are all sold out.
So here's what I did; I added weapon mods to the loot tables so that whenever you find a weapon, there's a chance that it has a secret ingredient. It comes in several flavours:
- Really Rare (For Adam Baldwin only)
- Reasonably Rare (I'd recommend this for most people)
- A Bit Common (Getting a bit lazy)
- Pretty Common (Almost too easy)
- Just Plain Cheating (Makes this almost a cheat mod, it makes me feel dirty to provide it)
