Well I knew there was something familiar about Doc Mitchell, sure enough his voice actor was the same guy who played Col. Saul Tigh in the re-imagined Battlestar Galactica series. Doc sort of looks like him to begin with, so I just decided to give the facegen settings a little nudge in the right direction. Included are four options: regular, eyepatch (like Saul Tigh from BSG towards the end of the series), with original character's mustache and with eyepatch AND mustache. Please, please please please only activate ONE of the included esp files.
Installation: Unzip the contents of the archive into your Fallout New Vegas\Data directory. Activate ONE of the included esp files. That's it, you're done. Enjoy!
