In Fallout 3, characters took only 10% damage in VATS, whereas in New Vegas characters take 75% damage.
After about the two hundredth time of watching my game get stuck in VATS for a few extra seconds (giving my enemies that much more time to tear me up while I stand there like a feeble idiot), I decided to reduce the amount of damage my character takes while they're in VATS mode.
There are three versions available. -One reduces the damage taken to 10%, a.k.a. Fallout 3 levels. You're basically invincible when you're in VATS. -One reduces the damage taken to 50% for a little more balance. -The last one increases the damage your character takes in VATS to 100%. This is good for people who want an increased challenge, or who want to balance out other VATS mods that make combat easier.
Just download the file you want and put the .esp in your Data folder (or use FOMM), making sure to activate it before you begin. Let me know in the comments if it works for you.
