Fixes the Negotiator option with the Boulder City Great Khans.
Originally when you tell Lieutenant Monroe you would negotiate and ended the conversation with "I Understand" the flag saying you would negotiate is set, but only the NCR is set as an ally. This will set the Boulder City Great Khans to friendly so that you have the option to negotiate. Attacking the Khans or freeing the hostages will still result in the Khans attacking.
You MUST end the conversation with "I Understand" or they remain hostile.
