Generally for making armor you will need lower level armor and additional components. For example, you can reinforce your leather armor using scrap metal, wonder glue and duct tape. You can create recon armor using battle armor and stealth-boys, for making Tesla you will need T-45D, fission batteries, sensor modules etc. And of course you will need some skills - repair, science (for power armor) or sneak (for recon armors)
Some schemes available from start, but the most interesting you will have to find on wasteland. There are 2 popular locations for each, so I guess it will not be a problem to find at least one. Look around carefully )
Extract files into your [Fallout New Vegas\Data] directory, enable plugin in the launcher in the Data Files section.
