Improves the Quick Draw perk into something useful

Quicker Draw v.1 by Zenball
===========================

Requires NVSE - made with beta 1.5

Before I knew there was a quick draw perk, I wanted one. However, when I finally got it, it was rubbish. I reloaded and chose a different perk. Very disappointing for my cowboy gunslinger type character.

This is my attempt to rectify this.

It makes the following changes to the Quick Draw perk:

- Equiping is now 75% faster rather than 50% faster. This is the maximum you can go without getting disturbing animation glitches (like your handgun disappearing into your bottom when you run and holster it at the same time - perhaps a desirable option for holdout weapon fans but not for me).

- A little script runs in menumode to check if you have the perk. If you do, it changes fPlayerWeaponReloadTimer to 0.100000 from 0.500000 default. This means the draw weapon key is much more responsive and adds greatly to the experience of being a quick draw character, without impinging on the reload function.

- The minimum level for the perk is now 2, down from 8. However, the minimum agility requirement is now 6, up from 5 - this seemed to make more sense to me from a roleplaying perspective, and makes it a good early choice perk rather than a bad mid-game choice perk.

Known Issues
============

- There is the occasional weapon animation glitch, and the weapon draw sound occasionally plays twice when drawing, but these glitches are no more problematic than the glitches that exist in vanilla to be honest. The only way to get rid of these glitches is to keep the equip speed at 50% faster, the same as the vanilla perk. For this reason I've included a QuickerDrawOriginal.esp, which keeps the equip speed at vanilla perk value.

- In order for the perk to fully kick in, you have to open a menu for a moment after you've levelled up, and also switch weapons.

- If you take the perk and then load an earlier save before you take the perk, the draw speed seems to remain the same. This is because the game engine does not properly clean all variables between loads. Restarting the game rectifies this.
