Makes it so you can actually ask the Followers to help the NCR in the endgame.

For those wondering what was the problem, the dialogue required to get the option to ask the Followers to support the NCR required you be in the endgame. Problem is that the story state for the NCR was set to be around the EARLY GAME. And guess what? All this fixes is change one variable from >= to =. That's it.
The dialogue is the only way to get the Followers to remain in Vegas with the NCR in control for the ending, otherwise you're stuck with the "Followers get booted out of Mojave" ending slide. For those who didnt take Intelligence 4 or higher, IT LETS YOU GET THE GOOD ENDING FOR THE FOLLOWERS WITH THE NCR.
Instructions:
Get to the point that you'll be asked to go to Hoover Dam.
Get a high reputation with the Followers. That means doing their unmarked quests and donating supplies to them.
Then ask Julie Farkas to help the NCR.
Done. This is the last time I'll edit this, further questions of "How do you get them to help" will be not be answered.
Obsidian needs to hire better math people.
