A sound fix I found on Youtube, the File is called silent hill homecoming fix, but works with Fallout NV as well. Just go to your desktop right click it and go to settings, and see what type of version your video card is.

There is ATI and Nvidia just copy the file from that the folder that is your video card, and paste it in your Fallout New Vegas Directory (Folder with the .exe files. Not the data folder. Also place the .dll folder in the directory along with it. The shader input and output files are for video cards with shader support. NOTE: I did not make these files I downloaded them from Youtube. I searched in google Fallout New Vegas Sound Fix.
