Basicly, all this does is slow down the camera speed in Vanity mode.
its easy to change the camera speed while using GECK;
load the mod in GECK, or create your own,
go to: gameplay
select: settings
scroll to, or type: fvanitymodeXMulti & fvanitymodeYMulti
and change the values
i was surprised this mod wasnt already posted!! it was an easy fix.
i got the idea from the Oblivion "Vanity Camera Smoother" mod by Woodman, i would have never found that option in the consruction set..
