I like hand loading my own ammo in New Vegas, but it felt like several obvious hand load options were missing, and the mods I found to fix that seemed to go to the other extreme by adding way too much random stuff. This is nice and simple: more hand loading choices you'll actually use. Now almost every caliber has at least one special hand load worth making.
9mm +P, 10mm Full Power and all the AP ammo types are unlocked by the Hand Loader perk. JHP ammo has the same skill requirements as making the base ammo and doesn't require the Hand Loader perk to unlock them.
