This mod alters perks to reward stat specialization.

Permissions and credits
I've always thought that the requirements for perks were too soft and did not reward the player for specialization. This is my attempt to change that. The following changes were made to the following perks:
Educated: Increased INT requirement to 5
Fortune Finder: Raised LCK requirement to 6
The Professional: Added a requirement of 5 AGI
Shotgun Surgeon: Added a requirement of 5 PER
Living Anatomy: Added a reqirement of 7 PER
Quick Draw: Increased AGI requirement to 7
Scrounger: Increased LCK requirement to 6
Strong Back: Increased END requirement to 6
Super Slam: Increased STR requirement to 8
Terrifying Presence: Added a requirement of 7 CHA
Miss Fortune: Increased LCK requirement to 7
Mr. Sandman: Added a requirement of 8 AGI
Mysterious Stranger: Increased LCK requirement to 7
Nerd Rage: Increased INT requirement to 6
Hit the Deck: Added a requirement of 4 END
Pyromaniac: Added a requirement of 7 PER
Robotics Expert: Added a requirement of 5 AGI
Sniper: Increased PER requirement to 8
Unstoppable Force: Increased STR requirement to 9
Jury Rigging: Added a requirement of 5 INT
Better Criticals: Increased LCK requirement to 7
Solar Powered: Increased END requirement to 8
Nuka Chemist: Added a requirement of 8 INT
Nerves of Steel: Increased AGI requirement to 8
Rad Absorption: Increased END requirement to 8
