Yikes... the instructions for this mod are super unclear. Don't want to complain since this is a good mod, and the author is sharing this with us, but even as an experienced modder, this took some trial and error to get right. I thought I would hopefully save someone else the trouble by explaining what I did to get it working.
Step 1: first download and install this mod just like you would any other.
Step 1.5 (optional): As it says in the instructions, the alice body isn't needed for this to work. Just any regular type 3 is fine. However if you want it, you need to go to the type 3 body page for fallout 3 (not new vegas) here's the link. In the files section you will see one of the downloads is labled "Alice Package." If you want the alice body, download and install the Type 3 body for New Vegas like your normally would, then overwrite the necessary files included in the "Alice Package." (if your still confused there is a readme included in the Alice package that tells you where to put the files.)
Step 2: If you launch the game at this point, you will noticed when equipping the outfit included in this mod called "Sondra Outfit Light," when you rotate the camera the pants texture and the texture for the belt equipment will glitch out. That's because this mod uses textures from another mod which were not included (probably due to permission issues). What you need to do next is download this (it's another fallout 3 mod, but you just need to grab some textures so it's fine)
Step 3: Unzip the compressed file from the "Jill Valentine BSAA Customizable Retex" mod I just linked to in step 2. Inside you will see three folders, "Data," "Textures - Colored," and "Textures - Original." First drop the "Data" folder in your "Fallout New Vegas" Directory (the folder where the game .exe is located)
Step 3.5 (Optional): At this point everything should work fine, however the retexture mod you downloaded in step 2 includes a few other color options if you want to mess around with that. Just open up the "Textures - Colored" folder inside the JillBsaaCustomRetex.rar file you downloaded in step 2. Inside everything is very clearly labeled. Just choose the color(s) you want and drop them in .../Fallout New Vegas/Data/textures/clothes/JillBsaa and overwrite when asked
Now you are all set! The rest is in the descriptions, you can find the armor in Bonnie Springs, or spawn them in using console commands.
So in the images, the metal armor, on various versions of the armor are different, I think just the textures. IS that because of the Fallout 3 to NV port? The Armageddon belt is missing some of the straps. I assume the mesh is from The Pitt, so it can't be used.
Why nobody who knows 'how to' just compile all necessary mods and upload ready files in here? Some of required files are difficult to find, besides I have no idea where to put them.
I'm sure you've moved on at this point since it's a year later, but just in case anyone is still looking for an answer to your question, it's a rights issue. If a mod like this is dependent on assets from another mod, and the authors of those mods haven't specifically given permission to reupload their assets elsewhere, it's against the creative commons license under which mods are uploaded to simply take and reupload their assets elsewhere, even if it's to package in a new mod like what you want the author to do here. There's basically zero chance any sort of legal action would ever come against someone for doing so, but modding communities, since they're not something officially supported by game developers or legal teams, are largely built on good faith. AKA not being a jerk to each other. What you're asking the author of this mod to do is to be a jerk to the authors of the mods on which this mod is dependent. To carry that to its logical conclusion, you're asking this modder to spit in the face of everything that the fallout modding community is built on top of, and in doing so to endanger the integrity of the fallout modding community as a whole. Don't do that.
This mod requires textures from that mod, as stated on the front page here. I'm guessing that you have PaS already installed and you're worried about an overwrite warning tossed out while installing this one; that warning can be safely ignored, nothing will be lost.
So first I think it's great that you've done something good for the body alice alice twill ^ ^ ^ ^ is the best but I have found a fault in the hands can you help me fix the error as I have a picture taken of them from error the hand and sry for my bad english^^

If you are open to requests, could you make a T6M version?
