Adds the Wild Wasteland perk for free letting you choose two other traits at character creation. Also adds the trait to existing characters.

Now can be used on existing characters who had the Wild Wasteland trait and want to select something different in its place. This will strip existing traits and let you pick two new ones. It will not strip any custom traits though.

Forgot to prevent the rebuild script from stripping off the trait. Corrected. ;)
Now also gives a message showing the trait was added.
