A fix for anyone who hasn\'t been able to trigger the conversation.

One of the script conditions that needed to be met in Raul's unmarked quest was Raul being hired when you ask Ranger Andy about NCR. Since I'd talked to him about it way before, that option no longer worked.
All this does is add an extra script to one of Andy's dialogue lines, as well as a package to Raul for him that seems to be missing next to the ones for Sterling and Loyal.
So now, if you've also spoken with him, talking to him about what he does (What do you do here, Andy?) will also trigger it.
