It can be easily explained in canon if you follow the NCR path of getting the NCR and Bos to agree to a truce. That is what I did as I am in the Bos and wanted to wear my armour, it works fine except for rangers who continue to be hostile, I will give this mod a shot and hope the rangers have learned to toe the line.
I wouldn't recommend even bothering with trying to justify this within the Fallout canon.
Pre-War (I.e. Not Enclave) power armors have become synonymous to those living in the Wasteland as being Brotherhood gear. So basically, if you're in power armor, you're either BoS, or Enclave.
And either way, the NCR is shooting at you on sight.
The Version of the T51 at the quartermaster is also the rusted out version present in the base game Fallout 3 if I remember correctly, at least this removes the mask from the non rusted variant. I personally have no plans to use PA in this game, but if I do, this mod will be a definite DL.
Good mod, but there already is t51b and 45d power armors that don't act as Brotherhood disguises. They're plain old T-51b Power Armor/Helmet and T-45d Power Armor/Helmet respectively (without the Brotherhood in front of them). I don't remember if I stole them from the Brotherhood or bought them from the quartermaster after becoming a member of the Brotherhood.
