Guys! The Omerthas are still Black Suited, because they spawn in the Original version with the Grim Business Suit. This Mod changes this, but you have to wait for the NPCs to respawn (2-4 ingame days), then all of the Omerthas wear the Dirty Business Suit. I recommend that you weit 4 ingame days in an empty room (i.e. Novac Home, Atomic Wrangler Room, Lucky 32) when you install such mods, because all of the NPCs respawned and it reduces the chance that the Game crashes.
I just looked through this mod's refs. It doesn't affect the Gomorrah staff's suits. You must have been using another mod that either conflicted with this one, or did, exactly, what you claimed this one did.

Now all my Gomorrah Thugs are also wearing the new dark suits.
Wish some of those gonorrah finks weren't wearing the fixed black suits though 8(
