Making the Weapon Repair Kits Make Sense

So there you are, the premier mechanic of the wasteland with a full 100 in the repair skill. You notice your rifle is going strong but due for some preventative maintenance so you whip out your repair kit and clean up the weapon... only to find out that even the most skilled repairman in the wasteland destroys all his tools to do so much as polish his gun up a bit.

No longer. Now your routine maintenance will rarely end in the loss of your valuable tools! (If your repair skill is decent)

Explanation

Modifies the Weapon Repair Kit to potentially not be destroyed depending on your repair skill, the amount of damage you're repairing and a the toss of a 101 sided die. The kit will repair a weapon a maximum of 3/4 your repair skill, and how much you repair factors into the chance of loss. There's also a 7% chance of loosing the kit on every repair attempt due to extended tool use.

If a random roll of 0-100 is greater than the amount of damage repaired multiplied by 1.75 minus half your repair skill minus half your luck attribute then you get to keep the kit for later use.

To be more clear, here's an example: if the skill level is 44, luck is 6 and the repaired damage was 28% you'd have this:

Random Number vs. 28(1.75) - 44(0.5) - 6(0.5)

So there's a 24% chance you'll lose the kit due to tool damage during the repair. The kit's value has been moved from 20 to 70 to account for it's more useful nature.
