Conceptually, this part of the San Francisco worldspace (the embarcadero, or wharfside) is completed. All that remains is tweaking, polishing, and other technical tidbits; it should allow movement towards focusing construction efforts on the interior: chinatown, the connection to Fallout lore which prompted the project to begin with!
