Off to a good start! I'd look up some substance tutorials on peeling paint, it's a difficult material to really capture to where it looks believable. I'm still pretty new myself to substance painter but there are some things you can do to make it look like the paint is peeling off and curling. And like others mentioned, definitely add some more rust into your base metal material. The default smart materials that come with substance are very plain as well and need a lot of tweaking and layers added to make them look good.

Don't forget rust! I've noticed a lot of people making new textures from scratch skimp on the damage, with way fewer big dents than vanilla, scratches, rust, that sort of thing. Also there's two variants of the fire hydrant, this, with a little bit of rust around the bolts, would work perfect for the "clean" version as-is. Then, for the normal version, have the rust creep up much further from the connecting bits, and fade the paint, and it should look better than any other options out there right now.
