No, it's not trees going blur, it's trees LOD isn't unloading when you get closer to them, and it doesn't go back. Same thing happens not just with trees but with some building lods too (But it's not every object in the game, it seems to be some specific lods are like that. I remember I encountered this playing FO3 Point Lookout many years ago too, and now when I'm replaying it in NV, it's happening again. Never encountered it anywhere else ).
I didn't use any LOD mods. The lod is from the plugin. It's not TTW, it's a different old mod that ported Point Lookout to NV. The mod works perfectly fine in everythiing except this. I might have blamed it on problems with the mod if I didn't have exactly this same problem with Point Lookout on FO3 years ago. So I presume it's some kind of glitch that carries on through ports, and appears only under specific circumstances . I tried generating the lod too through LODgen, but the problem persists, wether with the newly generated lod, or the one that comes with the file.
I would honestly try to figure it out myself, but my knowledge about LOD is only a pinch above zero, so I have no idea where to start besides the most obvious things that I already checked ( I was thinking maybe remaaking LODsettings files might help, but I dont know how to do that, so if you know a guide for that, I'd appreciate).
I had an issue similar to this where one specific tree mesh was always blurry 2D images kinda like what you're seeing here, but in the Mojave Wasteland. Tracked down the issue to a specific tree mesh that was being overridden by an older version of Wasteland Flora Overhaul. Went into FNVEdit and deleted all of that mod's attempts to edit that tree, and that fixed it. So maybe you could do the same if you figure out which trees are the issue? It was tedious though, and I never did figure out why that mod had broke them.
So if you use old mods, it would be logical to think they used an old nif that has problem. particularly there's old legacy problem with FNV (they still keep a bunch of assets from F3 DLCs, just unactivated and compressed, I think, so low res).
You can try clicking on the blurry trees, gbo it to see its id and make further adjustment. If its id is from teh mod, then mod's problem. If it's FNV assets, then yeah, maybe the old modders try to make use of legacy assets and it can not satisfy graphic process of modern rigs.

That would mean your hardware can not run to PLO's satisfaction. PLO is heavy, with all that water texture, trees, grass etc...
Try to turn off HD replacer mods while playing in PLO.
I am telling you, I played TTW several versions (322 and 332) and no LOD before, no trouble relating to that aspect to speak off.
Listen to TBOT in TTW332a and install LODs lead to a plethora of problems. They just went away once I disabled the Lods mod.
LODS is no essential thing. Uncheck it and I bet your PLO would recover right away.
