It would be pretty easy to have a script that makes to it explode when it gets close enough to its intended target... or you could make it an electric disco ball of death that zaps anything nearby. I think the latter is actually cooler.
Also, what if that COVID-19 Bot's flamer attack was replaced by gassing it's target with COVID-19? That would be really scary, & I'd probably keep my distance & kill it from afar with a Fat Man.

Yep, you're right, the remaining raider gangs wouldn't waste a minute breaking into people's homes, or stripping wastelanders of their breathing masks/chems to keep going,
Quarantine would be possible only for certain parties, like Tenpenny Tower Residents, the Brotherhood of Steel, The Enclave, Vault dwellers. A lot of people would be forced to keep exposing themselves to the infection in order to make a living, take Freeside or Big Town as examples. The Strip would have to close its doors until the outbreak has been contained. Esential activities would have to keep operating, like Hoover DAM, NCR greenhouses. Just like in real life.
Changing the Corona-V-Bot flamer attack for a disease/chemical sprinkler sounds like something natural. You see, my first idea for the robot background story was that it was created by the Enclave, specifically President Eden, in order to "purify" the exterior of any Mutations. Since it's a machine, perhaps while following its abstract logical reasoning, he could go as far as to try to get rid of everything that moves outside. So yeah, go get you Fat Man pal, lol.
