To use NVR with AWOP ...
1 ) install FCO v2.3.1 (from FCO's Old Files area) selecting *none* of the options
2 ) disable the FCOMaster.esm file ( better to delete it )
3 ) install NVR 3
4 ) install AWOP
5 ) install AWOP's patch for NVR 3 via its "AWOP Compatibility Patches"
6 ) set bLoadFaceGenHeadEGTFiles=1 in all three game .ini files ( see instructions below )
7 ) use a mod manager to toggle Archive Invalidation off and then on again
These steps also work fine:

And also these steps as well:

Be sure to edit three (3) separate game .ini files ...
• FALLOUT.INI in the saved games folder
• FalloutPrefs.ini in the saved games folder
• Fallout_default.ini in the game's install folder where FalloutNV.exe is located
Change this entry in each .ini file:
bLoadFaceGenHeadEGTFiles=0
To be this instead:
bLoadFaceGenHeadEGTFiles=1
It is usually located near the bottom of the [General] section of each file, just before the [Display] section.
