Below is a duplicate of the readme for WMX-WeaponRetextureProject, A.K.A. WMX-ArenovalisTextures. I've added it as an article here so that people can read it before downloading, and also because the advent of Nexus Mod Manager and its integration into the Nexus website made it possible for people to download and install mods without knowing that their included readme files even exist, let alone how to access them.
On that topic; the original readme can be accessed by opening the file you downloaded using a program like 7-Zip (which is free). The readme can also be found in your Data directory - where the plugin files themselves go - after installation.
Original readme follows:

1. DESCRIPTION
===============
Some weapon retextures made by Arenovalis (a.k.a. Millenia) - which are collected into his Weapon Retexture Project or 'WRP' - will work automatically with WMX without any need for a compatibility patch. Others, however, *do* need one, and that is what this compatibility patch (WMX-WRP) is for. This patch contains replacement meshes and/or textures for the following weapons:
- .223 Pistol and That Gun
- .357 Magnum and Lucky
- .44 Magnum Revolver and Mysterious Magnum
- 9mm SMG and Vance's 9mm SMG
- 12.7mm Pistol
- 12.7mm SMG
- Assault Carbine (GRA)
- Automatic Rifle (Dead Money only)
- Anti-Materiel Rifle
- Bozar (GRA)
- Brush Gun
- Battle Rifle and This Machine
- Grenade Launcher
- Grenade Rifle, Thump-Thump and Mercenary's Grenade Rifle (Mercenary Pack only)
- Holorifle (Dead Money only)
- Hunting Revolver and Ranger Sequoia
- Hunting Revolver (GRA)
- Hunting Shotgun
- Laser RCW - scope variants only (plus WMX-EVE version if you have that; install WMX-EVE first or reinstall WMX-ArenovalisTextures afterwards)
- Li'l Devil (GRA)
- Maria
- Marksman Carbine and All-American
- Medicine Stick (GRA)
- Paciencia (GRA)
- Police Pistol (Dead Money only)
- Ratslayer (Varmint Rifle is compatible by default as WMX doesn't edit it)
- Riot Shotgun
- Sawed-Off Shotgun and Big Boomer
- Silenced .22 Pistol
- Single Shotgun
- Sleepytyme (GRA)
- Sniper Rifle, Gobi Campaign Scout Rifle and Christine's COS Rifle (Old World Blues only)
- Survivalist's Rifle (Honest Hearts only)
- Tesla Cannon and Tesla-Beaton Prototype (scope variants only)
- Trail Carbine

2. Requirements
===============
- Fallout New Vegas
- Weapon Mods Expanded (WMX)
- Arenovalis' weapon mesh/texture replacers (all of them)
========================
3. INSTALLATION/UNINSTALLATION
========================
***Installation***
- First install WMX and all add-ons (WMX-DLC, WMX-EVE, etc) you want to use. (Unless its readme specifically tells you to install it after WMX-WRP.) Ensure you have the latest versions of all these packages. Go update if you need to.
- At the time of writing, you'll need to install *all* these retex packages by Millenia:
--- WRP v1.95 (http://www.nexusmods.com/newvegas/mods/38285)
--- .357 Revolver Re-Retextured v1.2 (http://www.nexusmods.com/newvegas/mods/47714)
--- 12.7mm SMG v1.0 (http://www.nexusmods.com/newvegas/mods/38285 OR http://www.nexusmods.com/newvegas/mods/47057)
--- Bozar retexture v1.1 (http://www.nexusmods.com/newvegas/mods/56477)
--- Single Shotgun Re-Retexture v1.0 (http://www.nexusmods.com/newvegas/mods/48049)
- 357retex.esp and singleshot_retex.esp should be deactivated in your load order and deleted (from your \Steam\steamapps\common\fallout new vegas\Data\ directory); their changes have been rolled into WMX-ArenovalisTextures. If they're loaded at the same time as WMX-ArenovalisTextures, they may cause problems (depending on the plugin in question).
- Install WMX-WRP automatically via FOMM/NMM (overwrite all files/folders if asked), OR to install manually:
- Using 7-Zip (http://www.7-zip.org), extract the contents of the WMX-ArenovalisTextures.7z archive file to your \Steam\steamapps\common\fallout new vegas\Data\ directory. If asked if you want to overwrite files and folders, click 'Yes to all' (or equivalent for your operating system).
- In the Data Files section of the Fallout New Vegas Launcher - or using a mod manager tool like Fallout Mod Manager - place a tick in the box next to WMX-ArenovalisTextures.esp to activate it.
- Ensure that WMX-ArenovalisTextures.esp is loading *after* WeaponModsExpanded.esp (below it in your load order, in other words).
***Upgrading from an earlier version of this patch***
- Simply follow the Installation instructions above, overwriting files/folders if asked.
- For emphasis: Make sure you've got the latest versions of WMX and any WMX add-ons you use.
- Check your load order; upgrading mods can change your load order.
***Uninstallation***
- This covers uninstalling this patch and reverting to default WMX textures; not uninstalling WMX itself (see the main WMX readme for that).
- Remove and delete WMX-WRP automatically via FOMM/NMM, OR to uninstall manually:
- In the Data Files section of the Fallout New Vegas Launcher - or using a mod manager tool - clear the tick in the box next to WMX-ArenovalisTextures.esp.
- Using 7-Zip (http://www.7-zip.org), extract the contents of the main WeaponModsExpanded.7z archive file to your \Steam\steamapps\common\fallout new vegas\Data\ directory. If asked if you want to overwrite files and folders, click 'Yes to all' (or equivalent for your operating system). This will overwrite the files from this compatibility patch with the original WMX files. You may also need to re-copy the original Arenovalis meshes/textures to your Data directory in the same fashion.
- If applicable, do the same with any WMX add-ons you're using.

Nothing new here; just play as normal.

5. FREQUENTLY ASKED QUESTIONS (FAQ)
===============
Q) After installing WMX-ArenovalisTextures, the textures on one or more weapons are all messed up. Why?
A) This might happen if you haven't installed all the required retexes. Please follow the Installation Instructions carefully. IMPORTANT NOTE: If you downloaded Arenovalis' 'Weapon Retexture Project' compilation, it is not always updated to include his latest retexes right away. You will need to download them separately. See the Installation Instructions above for more information.
Q) Why am I getting problems with the .357 Magnum and/or Lucky specifically?
A) If you have 357retex.esp activated, deactivate and delete it (please see installation instructions for more info). If that doesn't fix the problem (or doesn't apply to you), please see the above Q&A point.
Q) Will you be updating this patch as Arenovalis releases more weapon textures?
A) That's the plan, yes. As long as the texture/s in question don't already work automatically with WMX, of course.
Q) Why so few textures included in this compatibility patch? Hasn't Arenovalis made more textures than this?
A) He has, but some of them work automatically with WMX and do not need to be made compatible in a patch like this. If one of Arenovalis' set of weapon retexes is not included here, it almost certainly means that it doesn't need to be.
Q) I don't have one or more of the official DLC packages, but this patch includes replacement meshes and textures for weapons from those DLC packages. Is that a problem?
A) No. The mesh and texture files for those weapons will simply do nothing if you do not have the DLC in question (and the relevant WMX add-on/s).
Q) Why does this patch now include an esp file?
A) WMX-ArenovalisTextures includes an esp file as of v1.0.3 because this was around the time Arenovalis began incorporating mesh changes into his weapon replacers. This necessitates using an esp file to change texture sets and texture set assignments.
Q) Will the WMX-ArenovalisTextures.esp plugin conflict with [insert name of mod here]?
A) It does not directly edit any weapon records, so it should be much less likely to conflict than (say) balance-changing add-ons/patches for WMX such as those for FOOKNV.
Q) What about 12.7mm Submachine Gun (GRA), 5.56mm Pistol (GRA), Anti-Materiel Rifle (GRA) and Battle Rifle (GRA)?
A) In WMX-GRA, these weapons were made to inherit the appearance of their standard (vanilla/WMX) counterparts, specifically so that they would take advantage of Millenia's textures via WMX-WRP. They're covered, in other words.

6. SAVE GAMES
===============
- Installing or uninstalling this mod should not have any negative effects on your existing save game/s.
============================
7. CONFLICTS / KNOWN ISSUES
============================
- This compatibility patch is intended for use with WMX and Arenovalis' textures. Trying to mix it up (in ways I can't foresee) with other mods that alter vanilla weapon visuals may result in some visual weirdness.
================================
8. CREDITS
================================
- Most of the textures included in this compatibility patch are almost entirely the work of Arenovalis; just with some changes/additions made by me to make them compatible with WMX.
- The Anti-Materiel Rifle's Improved Muzzle Brake textures are almost entirely AlexScorpion's work; again just with some changes made by me to make them suitable for this patch. (Also used for Bozar.)
- The meshes included in this patch are an amalgamation of work by Bethsoft, Obsidian, Arenovalis and Antistar.
- .223 Pistol/That Gun, Holorifle, Hunting Revolver, Paciencia (GRA) and Riot Shotgun meshes tweaked for compatibility by MadCat221.
