The game allows players to enchant any weapon with an enhancement bonus. Weapons that only have an attack bonus to begin with (ranged weapons or masterwork weapons) retain their attack bonus property, even though it doesn't stack with the added enhancement bonus. The useless attack bonus property takes up an enchantment slot, preventing you from adding a more useful property.
Activating the Rod of Attack-be-gone and targeting an item will analyse the item for the presence of an attack bonus property and an enhancement bonus property. If both types of property are detected, the attack bonus is removed. The rod will have no effect on items that don't have both property types.
