Increased cop difficulty and changes to AI rubberbanding along with changes to the "Big O" track

Made some changes to the cops regarding mass, damage, speed, and durability
Made changes to the AI racers such as their vehicles and rubberbanding
Increased HP by about 20% though I doubt it'll help much when it comes to facing cops and evading spike strips
Roadblock and Spikestrip spawn chance set to possibly the highest amount possible without the game crashing
Made changes to a very small number of races but most of the changes were done for The Big O
Plan to change more stuff but this is all I changed for now, relaxed difficulty recommended as that one has most if not all the changes
