Adds zero filters for satsuma that can be found all over the map.

This mod adds zero resistance filters, which can be found on the map in 15 marked points.
The filters are not screwed on in any way, but simply put on the racing carburetor. The filters have their + and -:
+ - the racing carburetor can pass maintenance with them, reduced fuel consumption, increased reliability of the pistons.
- - the maximum horsepower is reduced.
