if you dont have the holder attached, change <HolderFitted>false</HolderFitted> to <HolderFitted>true</HolderFitted>. the only thing is i dont know what you set the number to for it to be bolted in so you need to do that manually.
sadly theres nothing u can really do even with editing the xml file ur only real choice is to just make a new save file and cheat all of ur items and cash back and cheat to remake the car the way it was
btw if anybody is wondering if its falls in the void or you die or log out with the mokia in ur backpack ur basically doomed theres no way to get it back im currently trying to contact the owner to either get him to fix it or let me make a submod for it
im not sure butr for whatever reason he still has not respond in the messages my guess is that he has quit msc modding or some irl stuff since he has not made a mod or mod update since 2020-2022

also whenever u buy it the phone holder is behide the i think cig or the lottery tickets i forgot which one
also after buying a glitch happens where u will buy a car light bulb as well as the phone so a bag will appear with a car bulb in it

add a button to mod settings:
[TELEPORT MOKIA TO PLAYER AND UNATTACH]
this button will unattach the phone from holder and brings the phone to player
