Adds an AI highway car to race that got some budget tuning parts

This mod adds an AI ferndale that is pimped out with DIY tuning parts that are made with cheap materials
There will maybe soon be published another mod from ze_yugo/CraftedRides since we kinda did a challenge but hope you enjoy it
FEATURES THIS MOD HAS AND ADDS
-Custom tuning parts like hood scoop, racing mufflers and a DIY spoiler with glued beer on top
-you can change the music like the ricer victro (Just remember to name it as song.mp3)
-This mod has custom engine sounds thats new
-also this guy is a cheap one and has no money to repair hes lights so be careful out there!
-also his car has no plates since he cant pass the inspection (Cheap Illegal guy)
