You're probably using the dirt mod, that mod breaks the paint partially on the fuel door and makes it look rusty. If you paint it a color other than black it is less obvious, I painted mine green and while the texture is still there, it's much less noticeable.
Any mod that says "only for MLP", you can safely ignore this warning. Just install the MLP compatibility references in the normal modloader (search it up on nexus), and then any MLP mod will work with the modern mod loader in 99% of cases regardless of what the mod creator says. I have not run into a single mod that was written for MLP that does not work with the compatibility reference, it is quite robust.
