A tool for generating higher resolution faces which can then be imported to the "MySims\SimsRevData\GameData\Characters\Face-Baked.package" file using S3PE.
These faces will turn up in-game once you convert the .pngs in the output folder to DDS rename the .dds file to .bnry use S3PE to import the .bnry to Face-Baked.package (you'll need to save as a copy, S3PE doesn't seem to save over that package)
These faces will not show in character customisation screens - that'll be a separate mod.

Redraw faces
Generate all default townies etc face to release a Face-baked.package file
Allow users to generate their own character faces
LIMITATIONS
Many eyes are still auto-scaled and don't look great. It's time consuming redrawing them all!
S3PE appears to have a size limit of 2gb - this means the crazy amount of files needed to generate every face combination simply won't import to the package file.
It's not super easy
You will still need to download your own DDS converter to change the PNG to DDS
