*** CULTURE UPDATE HAS ARRIVED ****
Adds an option to recruit an Elite Retinue of units of the culture in the town you're in for 50,000 denars. Additionally there's a bandit army option, and a basic retinue option (imperial only currently)
Troop Breakdown:
horse_archers: 15
cavalry: 10
archers: 20
infantry: 15<
