Highly improves chances on all persuasion dialogs with a friend

So your stunning real-life social skills (that hot partner you got in RL) are now available in game!
If your relation to the one you talk to is at least 10, then SmoothTalker will hugely improve your chances on a succesful dialog.
It's about preventing the save-scumming. You all know you see that hot partner, big feature(s), good character and nice face. That's our future. Or that long term friend you had in an other empire, pull that friend in your Kingdom. Friendship is so important these days. .
It's impact is on decision making. It does not affect game save files other then the outcome.

I published the sourcecode (c# solution) so if you have a specific version of the game you can build it yourself for that version.
