After just completing a quest for Kaye from the Imperial Cult in Ebonheart, I continue with more from the others there who gave me all these quests. They have me go all over Vvardenfell, and I return to them to complete them all, and then get more. It's interesting that so many cannot pay the donations that they promised to the Imperial Cult, and this is the kind of work that has me using my investigative skills.
