Right now the North Americans are happily playing away at XCOM while most of the rest of the world waits until tomorrow to get their mits on it. However, that hasn't stopped some budding modders trying to work their way in to the XCOM file and config setups.

Obviously things are going to get off to a slow start as people poke and prod at the game to try and get something out of it, but consider working together with others on our XCOM modding forums who are already working hard to decipher the game architecture.

Right now we don't know what will and won't be possible, but if you've got a knack for these things, or if you're already looking in to this yourself then try to work with the community and share your knowledge. Things will go a lot faster, and deeper, if we work together.
