You can customize:
Zoom level by setting the normal and zoomed FOV values
Transition speed between normal and zoomed view
Hotkey or mouse button to trigger the zoom

You can now define a hotkey using either numeric key codes or textual key names.
USB HID Usage ID in decimal format for keyboard, for example Z - 29, X - 27, C - 6. Or as text, for example Z, X, LeftShift, Comma. Uppercase letters are required. For mouse, left - 1, middle - 2, right - 3, X1 - 4, X2 - 5
To find out the key code, just ask any AI chatbot something like: USB HID Usage ID in decimal format for left shift
Tested only on OpenMW version 0.49.0
I couldn’t find a way to reduce the mouse sensitivity using the API. If it is possible, please let me know. But you can try to do it in your mouse software. I managed to do it in Logitech G HUB.
