Does an extremely small edit to Better Bar's default openmw_hud.layout to also hide the spell effects. Namely, adding:
the spell effects hud's widget key. Uploading this here more so others see it and realize why one of their mods isn't working than anything else, as the edit is so trivial.
Hoping OpenMW adds a better way to edit the GUI than xml files before I need to update this tbqh.
