Summary This mod fixes at least some of the places where service refusals make no, or little sense.
Only-He-Stands-There in the South Wall in Balmora will also offer you services after you have finished the first quest of the Balmora Thieves Guild.
Thieves Guild Merchants will no longer refuse services for having moon sugar or skooma in your inventory.
Telvanni Alchemists and Apothecaries will no longer refuse services for having moon sugar and skooma in your inventory.
Helviane Desele in Suran will no longer refuse services for having moon sugar or skooma in your inventory.
This mod will be updated if and when I find more service refusals that make no apparent sense.
